The 2026 Budget Law (Law No. 199 of December 30, 2025) has provided for an extension to 31 December 2026 of the tariff concessions for electricity and gas suppliers located in red zones and in properties declared uninhabitable following the 2016 and 2017 seismic events that affected Central Italy. ARERA implemented the provision with Resolution No. 3/2026/R/com according to the following procedures:

  • The tariff concessions will be recognized automatically if in 2025 the consumption recorded on the supply was zero;

  • upon request, if consumption in 2025 was greater than zero. In this case, to maintain the benefits, you must send your seller by 31 March 2026 a self-certification confirming that the property where the supply is located is still in a red zone or uninhabitable*;

  • If the property is restored to habitability before December 31, 2026, the customer benefiting from the benefit must inform their seller within 30 days.

 

Attached are the forms for the extension request and for the communication of restoration of habitability.

The provisions for granting benefits to SAE and MAPRE residential facilities remain unchanged. As required by Resolution 503/2021/R/com, these benefits will be granted until the customer requests termination of supply or transfer of service, except in cases of transfer due to death.

 

*Supplies located in a "red zone" mean supplies active on the date of the seismic events and located in the zones established by specific mayoral ordinances issued from August 24, 2016, to July 25, 2018, in relation to the seismic events that affected the municipalities listed in Annexes 1, 2, and 2-bis to Legislative Decree 189/16.


Supplies located in uninhabitable buildings mean supplies active on the date of the seismic events and located in the municipalities listed in Annexes 1, 2, and 2-bis to Legislative Decree 189/16. 189/16, for which the owner has declared, by April 30, 2021, by sending a notification to the Revenue Agency and INPS, the uninhabitability of the property and has submitted an application to the seller for recognition of the tariff concessions by December 31, 2021.

ARERA implemented the provision with Resolution No. 3/2026/R/com according to the following procedures:

  • The tariff concessions will be recognized automatically if in 2025 the consumption recorded on the supply was zero;

  • upon request, if consumption in 2025 was greater than zero. In this case, to maintain the benefits, you must send your seller by 31 March 2026 a self-certification confirming that the property where the supply is located is still uninhabitable*;

  • If the property is restored to habitability before December 31, 2026, the customer benefiting from the benefit must inform their seller within 30 days.

*For supplies located in uninhabitable properties, we mean supplies active on the date of the seismic events of August 21, 2017 and located in the municipalities of Casamicciola Terme, Lacco Ameno, and Forio, for which the owner has declared, by 30 April 2021, by sending the form to the Revenue Agency and INPS, the property is uninhabitable and has submitted an application to the seller for the rate reduction by 31 December 2021.
