What is ISO 50001 certification and what is it used for?

 

ISO 50001 is an international standard published by ISO (International Organization for Standardization) in 2011, revised in 2018 and integrated with Amd 1:2024. It defines the requirements for implementing, maintaining and improving an Energy Management System (EnMS), with the objective of reducing Energy consumption and associated emissions.

 

Like other ISO standards, it adopts the High Level Structure, which facilitates integration with management systems already present in the company, such as ISO 9001 (quality) or ISO 14001 (environment). The core of the standard is continuous improvement according to the Plan-Do-Check-Act (PDCA) cycle: planning interventions, implementing them, checking their results and correcting the path when necessary.

 

It is not a prescriptive standard that imposes specific technologies: each organization defines its own Energy objectives and pursues them with the tools most suited to its production and organizational context.

Who does it apply to and who can be certified?

 

ISO 50001 is applicable to any organization, regardless of size, sector or geographical location. Manufacturing industry, tertiary sector, public administration, hospitals, distribution chains: everyone can adopt it.

 

There is no minimum Energy consumption threshold to access certification. Even a small or medium-sized enterprise can implement an EnMS and request certification from a third-party body accredited by ACCREDIA, the Italian national accreditation body recognized at European level.

 

In some sectors, the standard has also taken on a growing role in supplier qualification processes and public tenders, where ISO 50001 certification is considered as a preferential element or requirement.

 

For large companies that fall within the obligation of Energy diagnosis provided for by the EED Directive 2012 (implemented in Italy with Legislative Decree 102/2014 and subsequent amendments), the certified EnMS represents an alternative way to fulfil this obligation if the Energy audit within the EnMS actually meets the criteria of Annex 2, measured and not estimated data, classification of actions by cost-effectiveness, etc.

How does an Energy Management System work?

 

Implementing an EnMS according to ISO 50001 means building a structured process around the four phases of the PDCA cycle, which are repeated over time to generate incremental and measurable improvements.

 

The main activities that make up the system are:

  • Energy review: detailed analysis of consumption, identification of significant Energy uses and of the areas with the greatest potential for improvement;

  • definition of baseline and indicators (EnPI): the baseline is the starting reference against which progress is measured; EnPIs (Energy Performance Indicators) are the indices that track performance over time;

  • corporate Energy policy: formal document expressing the commitment of the organization’s top management to improving Energy performance;

  • objectives and action plans: measurable targets and concrete actions to achieve them, with defined responsibilities and deadlines;

  • monitoring and measurement: systematic collection of Energy data to verify the effectiveness of interventions;

  • management review and internal audits: periodic assessment of the system by management to ensure its adequacy and effectiveness.

The standard does not require a predefined level of performance to be achieved: it requires demonstrating that the system works and that results improve over time compared with its own baseline.

Adopting ISO 50001 produces measurable effects on several levels of the organization. The main benefits concern:

The path toward ISO 50001 certification

 

Obtaining ISO 50001 certification requires a structured path that, for most organizations, develops in three main phases.

1. Gap analysis and initial diagnosis

The first step is to compare the organization’s current situation with the requirements of the standard, identifying the areas that are already compliant and those requiring interventions. At this stage, it is useful to collect all available Energy data: bills, meters, supervision systems.

2. EnMS implementation

The next step is to draft the Energy policy, define baseline and indicators, map significant uses and launch the improvement action plan. This is the longest phase and requires the active involvement of management.

3. Audit and certification

An accredited certification body conducts a two-stage audit based on ISO 50003:2021: the document review of the system and the on-site verification of its actual application. In the event of a positive outcome, the certificate is issued, valid for three years with annual surveillance audits.

The duration of the path varies according to the size of the organization and the maturity of the management system already in place: for an SME, it indicatively ranges from four to twelve months.

The role of the Energy consultant in the process

 

For many organizations, especially those without a dedicated technical department, the support of an Energy consultant represents a key factor in approaching the ISO 50001 path efficiently. The consultant supports the company in the initial gap analysis, in the collection and analysis of Energy data, in building the documentation system and in preparing for the certification audit.

 

In addition to certification, a specialized Energy consultant can support the identification of the most significant saving opportunities and help the company navigate the available incentive tools. For SMEs approaching these topics for the first time, having an expert contact person reduces implementation times and limits the risk of non-compliance during the audit phase.

 

Furthermore, the Energy consultant is responsible for the Energy Diagnosis integrated into ISO 50001.

Frequently Asked Questions

Can ISO 50001 and ISO 14001 be integrated?

Yes. Both standards adopt the same High Level Structure, which makes their integration into a single management system technically easy. The two standards share common elements such as policy, objectives, management review and internal audits. A company that has already implemented ISO 14001 for environmental management can extend its system to include the Energy requirements of ISO 50001 without having to rebuild the structure from scratch. However, it is a company choice whether to proceed with integration or leave the two systems separate.

Is ISO 50001 certification mandatory by law?

No, certification is voluntary. However, this scenario is set to change substantially with the transposition of Directive (EU) 2023/1791 on Energy efficiency (EED), which introduces for the first time a mandatory criterion linked no longer to company size, but to actual Energy consumption.

 

According to the approach established at European level, organizations with average Energy consumption above 85 TJ/year, calculated on the average of the previous three-year period and across all Energy carriers, not only electricity, will have to equip themselves by October 11, 2027 with an ISO 50001-certified Energy Management System issued by an independent third-party body.

 

For companies between 10 and 85 TJ/year, the obligation of a four-yearly Energy diagnosis remains, with the first deadline set for October 11, 2026. This is a significant change compared with the framework of Legislative Decree 102/2014, which continues to remain applicable in the meantime: the old distinction between “large enterprises” and “energy-intensive companies” disappears, replaced by an objective criterion based on TJ consumed, which will also bring under the obligation numerous highly Energy-intensive SMEs that until now did not fall into any restricted category.

 

In Italy, the transposition decree has not yet been published in the Official Gazette.

How long does certification last and how is it maintained over time?

The ISO 50001 certificate is valid for three years. During the three-year period, the certification body carries out annual surveillance audits to verify that the management system is still active and improving. At the end of the three years, recertification is carried out, which involves a more in-depth audit than the intermediate surveillance audits. Maintaining certification requires the organization to continue collecting data, conducting internal audits and reviewing the system with management.

What Energy data should be collected before starting the process?

Before starting EnMS implementation, it is useful to collect at least twelve months of historical consumption data for all Energy carriers: electricity, thermal and gas meter readings, Energy bills, and any production or heated surface area data that allow consumption to be normalized. The more the data is disaggregated by department, production line or building, the easier it will be to identify significant Energy uses and build a reliable baseline.

Does ISO 50001 give access to tax benefits or specific incentives in Italy?

ISO 50001 certification does not, in itself, automatically activate tax relief. However, in some Energy efficiency incentive tools, such as certain regional or national calls linked to Industry 4.0 and the Energy transition, having a certified EnMS is considered a preferential element.

Can an SME without an internal technical department obtain ISO 50001 certification?

Yes. It is not necessary to have a dedicated technical department. It is sufficient for the organization to appoint an internal Energy contact person, even someone already present in the company with adequate skills, and use external support, if necessary, for the more technical phases. The standard requires management to be involved and organizational commitment, not the existence of dedicated structures.

Many SMEs have obtained certification by working with an external consultant for 70–80% of the implementation activities.
