Air conditioner disposal: WEEE regulations and gas recovery
An air conditioner at end of life must not be disposed of as ordinary waste. By law, it falls within the WEEE category, Waste Electrical and Electronic Equipment, and requires a dedicated disposal process. It contains refrigerant gases with a high climate impact and metal components that can be recovered and reintroduced into the production cycle.
The air conditioner is WEEE: what does the updated legislation require?
In Italy, air conditioner disposal is regulated by Legislative Decree 49/2014, which transposes European Directive 2012/19/EU on waste electrical and electronic equipment. The grouping includes refrigerators, freezers, air conditioners, dehumidifiers and all temperature exchange equipment.
Legislative Decree 49/2014 was updated by Legislative Decree No. 2 of 7 January 2026, which transposes European Directive 2024/884/EU. The changes introduced mainly concern the management of Photovoltaic panels at end of life and Extended Producer Responsibility: for domestic air conditioners, consumer obligations remain those already provided for by the original regulation.
refrigerant gases such as R410A, R32, R407C and R22, belonging to the category of HFCs, hydrofluorocarbons, or HCFCs, with a very high global warming potential;
metal components, copper, aluminium, iron, that can be recovered and reintroduced into the production cycle;
potentially hazardous substances, such as compressor lubricating oils and, in older-generation models, capacitors with harmful substances.
Thanks to specialized treatment plants, the share of materials recoverable from an air conditioner is very high: hazardous components are separated and secondary raw materials are reintroduced into the production cycle.
How to dispose of an air conditioner: the available options
There are three main ways to correctly dispose of a domestic air conditioner.
Distributors and installers are required to collect domestic WEEE free of charge when supplying or replacing equivalent equipment. The retailer is required to collect it even in the case of purchase without installation; the installer is required to do so as part of their service.
It is sufficient to communicate this at the time of purchase: no registration or additional forms are required. The cost is already covered by the WEEE Eco-contribution, included in the purchase price of the new appliance.
The legislation provides that domestic WEEE must be delivered to municipal collection centres, the so-called ecological platforms. Air conditioners must be placed in the appropriate containers marked with the code R1.
Access is free and no registration is required: it is sufficient to check opening hours and address on your Municipality’s website.
Anyone purchasing a new air conditioner can deliver the old appliance directly to the point of sale, which will take care of delivery to the relevant collection centre.
In this case too, the service is free of charge; it is advisable to check the procedures when placing the order.
Refrigerant gas: the mandatory step before disposal
Refrigerant gas recovery is the procedure through which the gases contained in the system are extracted in a controlled manner before any disposal operation. It is not an operational choice: it is a legal obligation.
The regulatory reference is Regulation (EU) 2024/573, which entered into force on 11 March 2024, repealed the previous Regulation (EU) 517/2014 and updates the rules on the containment, use, recovery, recycling, reclamation and destruction of fluorinated greenhouse gases. The regulation explicitly prohibits the intentional release of fluorinated gases into the atmosphere: even small quantities released have a very high climate impact.
The gas must be extracted by an F-Gas certified technician before dismantling. Once recovered, it can follow three routes:
- recycling: reuse of the gas after basic purification;
- reclamation: reprocessing to obtain performance equivalent to virgin gas;
- final disposal: for non-reclaimable gases, with controlled thermal or chemical destruction at authorized plants.
Those who do not comply with these provisions are subject to administrative penalties and, in the most serious cases, criminal consequences. If the installation of the new system is entrusted to a qualified technician, gas recovery is managed directly as part of the intervention.
Refrigerant gas and HFC phase-out: what changes for those buying today?
Regulation (EU) 2024/573 also redesigns the future of the gases used in air conditioners. The gases currently present in most appliances in circulation belong to the HFC family:
- R410A, GWP ~2088: one of the most widespread in models installed until a few years ago, with very high global warming potential. From 1 January 2025, it can no longer be used in new monosplit units with a charge below 3 kg;
- R32, GWP 675: the predominant refrigerant in new models until 2024, progressively replaced by low-GWP alternatives, such as R290/propane and R454B, in more recent models;
- R407C, GWP ~1774: a mixture being progressively phased out;
- R22, HCFC: banned in new systems for decades as an ozone-depleting substance; it may only be found in very old appliances.
The gradual phase-out schedule provided for by the F-Gas Regulation is as follows:
from 2027: the placing on the market of new residential split air conditioners with power ≤ 12 kW that use refrigerant gases with GWP ≥ 150 is prohibited. R410A and R32 will no longer be able to be used in new residential appliances;
from 2032: ban for all small residential systems with GWP ≥ 150, with transition towards low-climate-impact gases such as R290, propane, and R744, CO₂. The complete phase-out of HFCs at EU level is expected by 2050.
For those who own an air conditioner with R410A, planning replacement in the medium term is a prudent choice: the availability of gas for maintenance will gradually decrease and assistance costs will tend to increase.
Is it time to replace your air conditioner?
If the air conditioner is more than ten years old, consumes a lot or requires frequent repairs, it may be more convenient to replace it. To extend the life of the appliance and avoid early leaks, regular air conditioner filter cleaning is essential, but when efficiency drops drastically, replacement becomes the most Sustainable choice and, with the ongoing phase-out, also the most economically prudent one.
