Enel Energia provides Public Administrations with digital tools for controlling and managing energy expenditure; through the Enel Energia Reserved Area it is possible to access the Report Billing Management service, an online reporting tool through which it is possible to:

  • keep energy expenditure under control;
  • analyze consumption and the related amounts invoiced on a monthly basis;
  • extract individual invoices;
  • view consumption trends and amounts invoiced easily and immediately thanks to customizable tables and graphs.

If you haven't already done so, register in the Enel Energia Customer Area using the credentials of the Single Enel Profile, you will be able to access the services in the Enel Energia Reserved Area from the Enel YoUrban Portal where, in addition to viewing information on supplies, you can:

  • view the Open Data Indices for free to assess the level of circular maturity of the territory and compare it with the rest of the national panorama;
  • discover and use free simulators and access information on innovative services that allow you to achieve economic savings, including energy efficiency solutions for public buildings (e.g. schools, sports centers, hospitals, offices, ports, airports,…) and renewable energy communities.

Frequently asked questions about joining the Consip Convention

How to fill out an ODA?

Direct Purchase Orders (ODA) must be entered into the PA network purchasing portal using only the attachments relating to the Agreement in question present in the portal itself, without making any changes to the formats before uploading to the portal.

It is necessary to fill in all the mandatory fields and insert the attachments to request:

  • Annex 1:
    • the active switch (active supply with another supplier);
    • the recontractualization (supply already active with Enel Energia);
    • the transfer (active supply with Enel Energia not in EE20 for supplies already active in EE20 use attachment 3);
    • the active switch with simultaneous transfer (for supply registered to another customer and active with another trader).
  • Annex 2:
    • the new connections, including temporary supplies and construction site;
    • the sole pre-installation of the meter;
    • the sole activation of pre-installed supplies;
    • the takeover for inactive supplies.
  • Annex 3 for the transfers of supplies already active exclusively in the EE20 Agreement.
What are the most common reasons for ODA rejection by the supplier?

  • Rejection for non-corresponding consumption: mismatch between the ordered quantity indicated in the ODA and the total kWh reported in the respective compiled Excel attachments.
  • Rejection for non-compliant supply start date: the indication of the supply start date in the Excel attachments must comply with the timeframes set out in the agreement.
  • Rejection for the presence of multiple company names in the supply request attachments: the contracting administrations must issue the orders divided by each VAT number or Tax Code of reference and by batch to which they belong.
How long does it take to activate the supply?

The activation date will be the first day of the second month following the sending of the ODA, if received by midnight on the 10th of month N (e.g.: for ODAs sent by midnight on January 10th, the first activation date corresponds to 1 March).

Traceability of financial flows

Information pursuant to the Law on anti-mafia and traceability of financial flows (Law no. 136 of 13 August 2010 and subsequent amendments) is available on the Enel Energia website page dedicated to the law on traceability.

How long does the supply contract last?

The contract lasts 12 months, extendable by one month for the cases provided for in the technical specifications.

ODA processing times

After 4 working days from the insertion of the order (ODA) on the portal acquistinretepa by the ordering body, Enel Energia will communicate the acceptance of the ODA via a specific communication transmitted through the dedicated Consip portal. In case of refusal, communication will be sent via PEC.

Green Kit request

Purchasing the product Electricity certified from renewable sources allows the public administration, within the limits of the licensing scheme, to use the “renewable energy” brand. The Logo will be granted for use by Enel Energia and indicates compliance with Arera resolution 104/11 and subsequent amendments for the guarantee of origin of energy from renewable sources on Italian territory.

The request for use of the logo and the specifications can be submitted to the PEC address assistenzagrandiclienti.enelenergia@pec.enel.it.
