Electricity and Gas Supply for Public Administration

Direct Purchase Orders (ODA) must be entered in the Acquisti in Rete PA portal using only the annexes related to the specific convention available on the portal itself, without making any changes to the templates before uploading.

All mandatory fields must be filled in, and the appropriate annexes must be attached to request:

• Annex 1:
  • Active switch (supply active with another provider);
  • Re-contracting (supply already active with Enel Energia);
  • Transfer (supply active with Enel Energia but not under EE20 – for supplies already under EE20, use Annex 3);
  • Active switch with simultaneous transfer (for supply registered to another customer and active with a different provider).

• Annex 2:
  • New connections, including temporary and construction site supplies;
  • Meter installation only;
  • Activation only of pre-installed supplies;
  • Takeover of deactivated supplies.

• Annex 3: for transfers of supplies already active only under the EE20 Convention.

• Rejection due to consumption mismatch: discrepancy between the ordered quantity in the ODA and the total kWh reported in the respective Excel annexes.
• Rejection due to incorrect supply start date: the date specified in the Excel annex must comply with the convention’s timeline.
• Rejection due to multiple legal entities in the supply request annexes: contracting authorities must issue separate orders for each VAT or Tax Code and respective lot.

The supply start date will be the first day of the second month following the ODA submission, provided it is received by 24:00 on the 10th of month N (e.g., for ODAs submitted by 10 January at 24:00, activation will begin on 1 March).

Information in accordance with anti-mafia legislation and financial flow traceability (Law No. 136 of August 13, 2010, as amended) is available on the Enel Energia website section dedicated to traceability law.

The contract duration is 12 months, extendable by one month in cases provided by the technical specifications.

Within 4 working days of the ODA being uploaded to the acquistinretepa portal by the ordering body, Enel Energia will notify its acceptance through the Consip portal. In case of rejection, notification will be sent via PEC email.

Purchasing certified renewable electricity allows public administrations, within license limits, to use the “renewable energy” logo. The logo, granted by Enel Energia, certifies compliance with ARERA Resolution 104/11 and amendments, for energy origin guarantees from renewable sources in Italy.
