Development of self-production of Energy from RES in businesses in Southern Italy, a concrete contribution.
On 30 October 2025, the Ministry of the Environment and Energy Security (MASE) published a directorate decree to announce the allocation of resources to support projects for the self-production of Energy from Renewable Energy Sources (RES) in seven regions of Southern Italy, within the “National Research, Innovation and Competitiveness Programme for the green and digital transition 2021–2027” (PN RIC 2021–2027).
The incentive measure provides €262 million to support investments in Photovoltaic and/or thermophotovoltaic systems for immediate self-consumption and related storage systems for deferred self-consumption.
The incentives are available to companies of any size (including business networks with legal personality) that have a production unit located in municipalities with more than 5,000 inhabitants, within industrial, production and craft areas of seven less-developed regions: Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily. Sixty percent of the available funds will be allocated to investment projects carried out by SMEs.
The resources may be used to finance the purchase, installation and commissioning of Photovoltaic or thermophotovoltaic systems with a nominal capacity of no less than 10 kW and no more than 1 MW, to be installed on a single production unit. The Energy produced must be used to power the same production unit and any storage system, which must absorb at least 75% of its Energy from the directly connected system on an annual basis. According to the provisions of a specific agreement between MASE and GSE, any residual Energy not stored will be transferred free of charge to GSE for 20 years (subject to the signing of a dedicated electricity withdrawal agreement).
Applications for incentives must be submitted electronically from 3 December 2025 to 6 July 2026 through an IT platform accessible via the GSE website. Compliance with the obligation to take out insurance contracts covering damages, as provided for by Article 1, paragraph 101, of Law No. 213 of 30 December 2023, is an essential requirement for access to the incentives.

Once the consulting phase has been completed, Enel supports the company through every subsequent stage: detailed design, installation, commissioning and testing of the Photovoltaic system and any associated storage system. This new incentive scheme represents a valuable opportunity for companies located in less-developed regions of the country to receive significant support for investments in Energy transition projects.
