What White Certificates are

White Certificates, or Energy Efficiency Certificates (EECs), certify the primary Energy savings generated by efficiency improvement interventions. They are tradable certificates: each EEC is equivalent to one tonne of oil equivalent (toe) saved and recognized by the GSE. Active since 2005 and now governed by the MASE Ministerial Decree of 21 July 2025 for the 2025–2030 period, the mechanism has generated over 58 million certificates, equal to approximately 29 million toe of primary Energy saved.**

The three evaluation methods

The Ministerial Decree of 21 July 2025 provides for three evaluation methods, with specific requirements and procedures. The most suitable method depends on the type of intervention, the data available and the minimum levels of savings that can be achieved.

Measured savings method (PC)
It applies to complex and customized projects, with actual measurement of consumption before and after the intervention, according to the IPMVP protocol. Ideal for major industrial interventions on specific processes.
Standardized method (PS)
It uses predefined technical sheets for recurring interventions, with calculation algorithms already validated by the GSE. It allows faster evaluation times, but has a more limited scope of application.
Simplified method*
It facilitates access for smaller projects with a leaner process compared to the other paths, while maintaining the principle of additionality to ascertain that savings do not derive from ordinary interventions.

Our consulting path

An EEC project requires technical, regulatory and management expertise. For this reason, we support your company through six stages, from the initial assessment to the management of the certificates issued, with a single technical contact.

1. Pre-feasibility screening

We verify the additionality of the intervention, meaning that the saving is actually generated by the project and recognizable under the EEC mechanism. We identify the most suitable evaluation method, estimate the expected EECs, the useful life and the overall economic potential, collecting the evidence in a report useful to guide the investment.

2. Definition of the baseline and Measurement Plan

We define the consumption baseline according to the IPMVP protocol, identifying the most robust and sustainable measurement option. We identify the necessary instrumentation, consumption drivers and the ex-ante measurement campaign, correctly setting up the project from the earliest stages to reduce the risk of delays during the assessment process.

3. Preparation of the project request

We prepare the project request (PC, PS or simplified), complete with the technical, descriptive and economic documentation required by the regulation and by the GSE Operational Guidelines. For multi-party aggregated projects, which bring together similar interventions carried out by several companies, we also manage the standard contract and power of attorney among the holders.

4. Management of the GSE assessment process

We manage the technical dialogue with the GSE throughout the assessment process, from responding to requests for additions to handling any methodological findings. Our experience in the EEC mechanism allows us to support the process with expertise and continuity.

5. Periodic reporting

We support the company in reporting savings and managing any anomalies in measurement data after project approval. Through Certification Requests (RC), the GSE periodically assesses the results achieved and authorizes the issuance of the corresponding EECs.

6. Monitoring of the useful life

We guarantee technical and administrative oversight throughout the useful life of the project, generally between 3 and 10 years, ensuring continuity in the issuance of certificates and managing any critical issues, such as process variations, component replacements or regulatory updates.

For energy-intensive SMEs and supply chain projects
We support energy-intensive SMEs, production supply chains and industrial districts that wish to access the EEC mechanism by aggregating similar interventions from multiple companies, up to a total threshold of 50 toe/year of additional savings. In these cases, we help overcome the main barriers to participation in the EEC mechanism: procedural complexity, uncertainty regarding the outcome of the assessment process and difficulties in estimating the expected economic value. The starting point is always the pre-feasibility screening.

Cumulation with other incentives

White Certificates cannot be cumulated with other state incentives relating to the same project or with instruments charged to electricity and gas tariffs. Cumulation is instead possible with other tax reliefs, within the limits provided by European State aid regulations.
